There are a few free photo-hosting sites:
http://www.imagestation.com - I think this is the best one for album-making. You can write extensive captions (as long as you want) and people can comment on your pictures.

http://www.photobucket.com - I use this one a lot to host pictures I'm putting in my signature, or onto other websites. You can't really make albums with it though.
Example: http://www.photobucket.com/albums/v11/aussie7199
http://www.snapfish.com - Similar to imagestation, but you have to be a member to view anybody's pictures. I don't remember if you can leave comments or not...
http://www.freewebs.com - Webpage host, but you can also upload pictures. If you can figure out the coding, you could make an album on this site or incorporate the pictures into your website. They have templates as well.
Example: http://www.freewebs.com/misshostboard (have to promote the pageant!! [img]tongue.gif[/img] )
Once you've uploaded your pictures, you simply copy the url for the front page of your album and post that to direct people to it.
Also on Imagestation, be sure to select public directory otherwise other people can't see it unless you give them the direct link.
